Summary meeting for 5 years of implementing "Collaboration regulations on the protection of gas works security, safety and national sovereignty and border security"

The Summary Meeting for 5 years of implementing and signing the Collaboration regulations on the protection of gas works security, safety and national sovereignty and border security recently took place in Vung Tau among 5 units: PetroVietnam Gas Joint Stock Corporation (PV Gas), Vietsovpetro Joint Venture (VSP), PetroVietnam Exploration Production Corporation (PVEP), PetroVietnam Technical Services Corporation (PTSC) and Ba Ria - Vung Tau Province Border Guard Headquarters (BG).

The meeting was organized to assess the core issues and confirm the achieved results, indicate the existing problems, shortcomings to find out the causes and draw out the lessons, which will be based on to add and complete the Regulations and offer the feasible contents and measures to act together in constantly protecting the national sovereignty and border security at seas, as well as oil and gas works and operations in the regions.

Report on the 5-year implementation of executing the Collaboration regulations on the protection of oil and gas security, safety and national sovereignty and seas security in Vung Tau (from 1/2009 to 4/2014) emphasized that: in the last 5 years, Ba Ria – Vung Tau BG has acted together to protect the harbours of Vietsovpetro, PTSC, PV GAS safely and efficiently; the gas pipelines onshore and in rivers; Bach Ho and Nam Con Son gas pipelines offshore, gas fields such as: Bach Ho, Rong, Nam Rong, Doi Moi (Vietsovpetro); Rang Dong, Phuong Dong, Su Tu Vang, Te Giac Trang, Cuu Long operated by PVEP and oil and gas contractors. The parties have cooperated with each other to protect safely and efficiently the fields: Dai Hung, Moc Tinh, Chim Sao, Rong Doi of Premier Oil, VSP, PVEP and the oil and gas joint ventures and other oil and gas contractors. The units have frequently exchanged information, deployed the propaganda for over 1,000 participants, distributed more than 3,000 leaflets on the security and safety of oil and gas projects, oil and gas exploration activities. They also deployed the propaganda for the crews, marking them in the crew directory and asked the shipowners and captains of over 1,000 vessels operating fishery at seas to sign into the agreement not to infringe the safety areas of the undersea oil and gas works. Through inspection and surveillance activities, the combined forces prevented, detected and handled 1,238 cases/1,167 subjects, submitting nearly VND400 million to the State Treasury; seizing 56.8 kg of explosive, 3,041 detonators, 150 meters of slow-burning fuse.

During the implementation of the tasks, the BG forces of the province as well as the units have encountered many difficulties, obstacles and hard works as the oil and gas fields and pipelines were located scatteredly, mixed with the fishing grounds and maritime routes with heavy traffic of ships passing. However, the tasks were completed excellently, contributing significantly to the success of the work of the combined forces. Over 5 years of implementing the Collaboration regulations, the parties have created the best conditions, mutually acted together to prevent, fight and defend against the sabotage of the enemies and assorted subjects, promptly handled the cases, ensured the security and safety of oil and gas works, contributing to firmly protect the sovereignty and security of maritime boundaries and islands of the country.

 The Vietsovpetro’s Deputy General Director Vu Nam Cuong, PV Gas’s Vice President Nguyen Thanh Nghi, and PVEP’s Vice President Tran Binh Minh made speeches at the meeting on the works of ensuring the safety of oil and gas works of each unit respectively as well as raised the proposals to help the implementation of the Collaboration regulation on the protection of oil and gas works security, safety and maritime sovereignty more effectively.

At the meeting, the leaders of five units (Ba Ria – Vung Tau BG, Vietsovpetro, PV GAS, PTSC and PVEP) entered into the Collaboration regulation on the protection of oil and gas works security, safety and maritime sovereignty and security for the next period. The leaders of Ba Ria - Vung Tau Province Border Guard Headquarters awarded certificate of merit to 9 teams and 13 individuals of Vietnam National Oil and Gas Group; Vietnam National Oil and Gas Group awarded 8 teams and 12 individuals of Ba Ria - Vung Tau Province BG forces.

On this occasion, PV GAS donated a set of marine equipment - Icom, a laptop and a printer worth VND260 million and PTSC donated two sets of marine equipment - Icom marinecommander worth VND480 million to Ba Ria – Vung Tau Province BG.
