PV Gas ensured gas works' safety and security
PetroVietnam Gas Joint Stock Corporation (PETROVIETNAM GAS - PV Gas) is one of the major companies – a member of Vietnam National Oil and Gas Group (PVN), playing the leading role in the gas industry of Vietnam. PV Gas engages in gathering, transporting, storing, processing, distributing and trading of gas products.
PV Gas reached its goals and exceeded most plans and targets in 2012, especially some completed ahead of schedule. It’s also the year that PV Gas achieved highest revenues and profits since its establishment and remained its leading position in PVN as well as in the stock market in terms of profits, significantly contributing to the State budget and helping, in co-operation with PVN, stabilize the national macroeconomics.
In addition to the outstanding results, PV Gas has still faced with very serious problems regarding security – safety assurance: high risk potential of fire and explosion of gas products, gas works in a wide range of onshore, submarine areas, covering many zones of BR-VT, Dong Nai, HCMC, Ca Mau which tends to be extended largely; zones with complex terrain like rivers, forests, industrial zones, traffic roads with fire-caused activities resulting in risks of unsafety. As a result, the works of fire and explosion prevention, protection, state assets and human life security assurance are considered one of the major responsibilities of Party Committee, Board of Directors, leaders and employees of PetroVietnam Gas Joint Stock Corporation (PV Gas) during its business operations.
The most praiseworthy is that PV Gas operated Cuu Long, Nam Con Son and PM3-CM gas systems safely and continuously which supplied over 9.1 billion m3 of dry gas, achieving 103.8% compared to the year’s target and exceeding the production planning of other gas products: LPG achieved 266,704 tons, equal to 125% of the year’s target; Condensate products 60,346 tons, equal to 120% of the year’s target. The requirements of safety control in operation and corrective maintenance were also met ensuring the safety, quality and progress. Total safe working hours in PV Gas in 2012 was 6 million.
In 2012, the works of safety – security got close attention and instruction of PVN, the support from the ministerial and departmental agencies and local authorities at all levels, the close coordination of the relevant departments, units of PV Gas. The entire employees of PV Gas have high professional skills, knowledge and responsibility in ensuring the safety of gas works. The facilities of gas works were built with high quality, state-of-the-art technology, which meets the requirements of safety in operation according to international standards. The application and maintenance of effective safety-quality-environment management system in units of PV Gas help make the safety assessment and control process better.
In order to apply the documents stipulated by the State into working activities, PV Gas has issued the assessment procedure in compliance with the law requirements and has implemented accordingly in order to assure the complete observance of the legal requests on safety-security-health-environment of PV Gas. 100% of the units of PV Gas has set up, applied, maintained and improved the safety-quality-environment management system continuously. This system was duly verified and issued the certificate in accordance with the integrated safety-security-health-environment management system by international organizations such as BSI, DNV, TUV. In additions, PV Gas, in cooperation with Industrial Safety Techniques Agency, Ministry of Industry and Trade, drafted the circulars on safety management, specifications for LPG, made quantitative risk assessment, and assured the safety and security of gas works. PV Gas also actively signed the coordination regulations with the public security, border patrol in the local where the gas works are located such as BR-VT, Ca Mau, Dong Nai provinces and HCMC to assure security, fire fighting and prevention for the gas works as well as calling for regular meetings for coordination works.

The work of maintenance completed on schedule 100%. The reliability of the equipment system reached 100% as required, specifically 1,825 works of preventative maintenance and 1,482 works of unscheduled maintenance were done. 100% of equipments with strict requirements for safety and measurement devices were verified and calibrated in accordance with the regulations of the law.
The work of corrective maintenance for PM3-CM and Cuu Long gas systems in the period of gas supply interruption was done by PV Gas 3 days and 5 days and 4.5 hours ahead of schedule, respectively, without any accident or problem. Total profitable value due to the shortening of corrective maintenance time and optimization of operation is about 5 million USD. The Supervisory Control and Data Acquisition (SCADA) was also completed and brought into operation by PV Gas for Cuu Long, Nam Con Son and PM3-Ca Mau gas systems. As a result, the works of production assignment, technical instruction and safety assurance were done effectively and in a timely manner.
The works of science research and application in the operation, corrective maintenance and bringing the initiatives into play for technical improvement were attached special importance to. In 2012, there were about 101 initiatives for production improvement and rationalization, which brought to PV Gas an amount of over 345 billion VND; the corrective maintenance management software (Maximo) was also applied for all gas works. Therefore, the equipment and materials management were under high control, contributing to enhancing the reliability of equipment system.

PV Gas maintained and carried out smoothly the cooperation with the local authorities, public security and border patrol in patrolling, propagandizing and handling the violations which cause in the unsafety of gas works. The propaganda, training on security – safety – health – environment were also pushed up. In 2012, there were 6,874 people trained, 2,857 and 4,017 people of which were trained inside and outside PV Gas respectively with total expenses over 27 billion VND. PV Gas also made the propaganda film on safety and updated and issued the Safety Manual with concise content and mnemonic images about the safety regulations in issuing work permit, working in high altitude, closed space, etc. in order to serve the training; organized the safety training for gas works for 4,750 employees of contractors and visitors. In additions, with the aim of supporting its members, PV Gas organized some professional training courses on safety management for contractors, accident and problem investigation, and work permit issuance to the entire employees in the North.
PV Gas frequently maintained the work of propaganda for the protection of gas works, onshore and submarine pipelines in the local where gas works are located. For the households around the gas works onshore, PV Gas communicated with 2,900 people, increasing by over 14% compared to 2011 and reached the agreement with 200 households, delivered 750 flyers. For the submarine pipelines, PV Gas communicated with 10,910 people, delivered 23,300 flyers to the fishermen along 12 provinces in the West and the Central who practice the catching fishes in such areas as East Sea (Pacific Ocean), Southwestern maritime area, increasing by 11% compared to 2011.
A contest on a large scale on security – safety – health – environment – fire fighting and prevention was organized with its content harder and more diversified than the previous year’s, closely connecting to the affairs in reality such as fire fighting and prevention in high altitude, rescue in closed space, complex rescue case handling with breathing apparatus and fire-resistant clothing. The contest attracted all members of PV Gas and were highly appreciated by the leaders of PVN, Police Department of Fire Fighting and Prevention – Ministry of Public Security for its works of propaganda and training, helping assure that each laborer is a fireman. Furthermore, PV Gas also appointed basic fire fighting and prevention teams to participate in the fire fighting and prevention contests organized by Ba Ria – Vung Tau, and Dong Nai’s fire fighting and prevention police departments. These teams achieved the second and third prizes of the contests.
Emergency Response Office of PV Gas was brought to full strength with adequate means of communications. It maintains 24/24h connection and checks and updates the information from the emergency response steering committee of PVN, state agencies, local authorities where the gas works are located. All units of PV Gas have the emergency response procedures, definition of responsibility on the assurance of safety – fire fighting and prevention; establish the emergency response steering committee and maintains the full permanent emergency response system.
In 2012, the trainings on fire fighting and prevention and emergency response were carried out at the site of gas works according to the regulations of the law. Specifically, PV Gas SE organized the training: “Processing of oil spill rescue information of Bach Ho gas pipelines offshore in 2012” with the participation of the organizations in BR-VT such as: Agriculture and Rural Development Department, Natural Resources and Environment Department, Military Steering Committee, Border Patrol Steering Committee, Provincial Public Security, Maritime Search and Rescue Co-ordination Center Region III, Vung Tau Port Authorities, Emergency Response Office of PVN and relevant units of PV Gas. This training was highly appreciated by the agencies and departments in the province as it meets the requirements: checking, evaluating the ability and capability of the divisions in receiving, processing information, giving consultancy to leader, checking the leadership, guidance, command, management of the relevant agencies, checking the co-operation in response and handling against the circumstances of the units in terms of “4 at sites” guideline.
With the said achieved performance, PV Gas was honourably awarded medals, emulation flags, certificates of merit from the State, ministries, departments, local authorities, and PVN. In particular, PV Gas achieved the certificate of merit from Ministry of Public Security for its excellent performance during 10 years implementation of fire fighting and prevention law, the certificate of merit from Ministry of Industry and Trade for its excellent performance in the works of working safety and hygiene – fire fighting and prevention; the individuals, units of PV Gas obtained many direct rewards and titles in the works of security – safety from Ministry of Industry and Trade and Ministry of Public Security. In additions, for the excellent performance in the works of security – safety – health – environment in 2012, PV Gas awarded 8 groups and 25 individuals as well as submitted the cases to its superior for consideration and reward (PVN: 6 groups, 12 individuals), (Ministry of Industry and Trade: 3 groups, 3 individuals).
