PV GAS SIGNED EPC ONSHORE PIPELINE & STATIONS CONTRACT REVISED NAM CON SON 2 PROJECT
On the 8th August, 2019 at Petrovietnam Gas Corporation’s office (PV GAS) had took place a Signing Ceremony the Contract of “Design, supply commodities and construct onshore pipeline & stations (EPC onshore pipeline & stations)” that belongs to Revised Nam Con Son 2 Project (Revised NCS2) between PV GAS represented by Petrovietnam South – East Gas Project Management Board (PVGAS SEG) and the List of Bidders VIETSOVPETRO – LILAMA – NAGECCO.
Participating and witnessing the Signing Ceremony on the side of PV GAS having members of Board of Directors: Mr. Truong Hong Son, Mrs. Vo Thi Thanh Ngoc, Mr. Do Dong Nguyen. Representing for Board of General Director having Mr. Bui ngoc Quang – Deputy General Director. On the side of PVGAS SEG having Mr. Le Duc Hieu – Director. On the side of the List of Bidders VIETSOVPETRO – LILAMA – NAGECCO having Mr. Vu Mai Khanh – Deputy General Director of VIETSOVPETRO, Mr. Nguyen Van Hung – Deputy General Director of LILAMA, Mr. Dang Nguyen An – General Director of NAGECCO. Together with Sections/Departments Representatives of the units taking place the Signing Ceremony.
To carry out pioneer mission with the target to ensure & maintain supplying gas to existing customers and new electrical plant projects, PETROVIETNAM/PV GAS and the Units under the PETROVIETNAM had and had been carrying out actively a chain of gas projects following the “General plan to develop Vietnam Gas Industrial Field period to 2025, orienting to 2035” approved by government. Mr. Bui Ngoc Quang, Deputy General Director of PV GAS expressed: PV GAS is the member of PETROVIETNAM that The Party & State trust, assign an important responsibility to collect, transport, process, storage, supply and deal gas products on a national scale and enlarge on international market. NCS2 Project had been approved and permited investment by government’s Prime Minister on the letter number of 1218/VPCP-KTN dated 26th Fabruary, 2010 and approved by PETROVIETNAM on the Decision number of 801/QD-DKVN dated 27th January, 2011, approved by PV GAS the revised fesibility study on the Decision number of 497/QD-KVN dated 04th May, 2018. NCS2 Project has had an important role in synchronous development of the Vietnam Gas Industrial Field’s infrastructure. NCS2 Project had been having a long tem of growing: Fesibility Study was started from 2010; Section 1 of the NCS2 Project had been handed over to operate & exploit from 2015 with 151km of offshore pipeline connected from KP 207.5 to BK-Thien Ung Rig.
On the base of Revised Fesibility Study that has been agreed by the Commercial – Industrial Ministry/PETROVIETNAM and approved by PV GAS, the investment scale of Section 2 of the Revised NCS2 Project comprises: 118km of offshore pipeline with 26” diameter conneting from KP 207.5 to Long Hai land fall station; Onshore pipeline and stations comprise: Land fall station (LFS), 8km of the pipeline with 26” diameter leading from LFS to gas processing plan (GPP2) at Dinh Co, 29,5km of the pipeline leading dry gas product from GPP2 to Phu My GDC comprises: 01 valve station at Phuoc Hoa and the system receiving NCS2 gas at Phu My Gas Supplying Center; 25km of the 02 pipelines with 6” diameter leading products (Condensate & LPG) from GPP2 to Thi Vai and 03 valve stations along to the pipeline; GPP2 at Dinh Co.
According to the bidding plan agreed by PETROVIETNAM and approved by PV GAS, the Section 2 of the Revised NCS2 Project comprises main packages: Offshore pipeline EPC (EPC-1); GPP2 EPC (EPC-2); Onshore pipeline & stations EPC (EPC-3); Procurement of Steel Plate; Produce Steel Pipes; Wrap Steel Pipes; and others packages.
At this event, we are happy to witness one more milestone of the NCS2 Project that is the signing the contract of one in three main EPC packages that is the package of Onshore pipeline & stations of the Revised NCS2 Project signed between PV GAS represented by PVGAS SEG and The List of Bidders VIETSOVPETRO – LILAMA – NAGECCO with the purpose: To complete connection of offshore pipeline and ready to receive Sao Vang – Dai Nguyet gas in the expectation at Quarter III, 2020.
The Onshore pipeline & stations package comprises: Detail design; Procurement of equipment/material (exception of the main equipment of 30” & 26” steel pipes); Construction & Installation; Pre-commisioning the main items comprising: Item1: 8km of the pipeline with 26” diameter leading from Long Hai LFS to GPP2; Item 2: 29,5km of the pipeline leading sell gas from GPP2 to Phu My GDC; Item 3: 25km of the pipeline with 6” diameter transporting LPG from GPP2 to Thi Vai Storage; Item 4: 25km of the pipeline with 6” diameter transporting Condensate from GPP2 to Thi Vai Storage; Item 5: To install industrial equipments and pipelines in the Phu My GDC.
The representative of The List of Bidders VIETSOVPETRO – LILAMA – NAGECCO, Mr. Vu Mai Khanh – Deputy General Director of VIETSOVPETRO expressed commitment and high determination of VIETSOVPETRO – LILAMA – NAGECCO to carry out the the Onshore pipeline & station Contract with the target of safety, effectiveness and on schedule. Mr. Bui Ngoc Quang also imphasized the honour and responsibility of the List of Bidders VIETSOVPETRO – LILAMA – NAGECCO who was took place this special important Project to ensure energy security/material for producing electricity. This Project also has been taken care especially by the PETROVIETNAM’s Board of Directors, mostly in the context that gas source has been in the difficult situation and in the tendency to decrease.
Mr. Bui Ngoc Quang also given a speech of congratulation to PVGAS SEG and The List of Bidders VIETSOVPETRO – LILAMA – NAGECCO who negociated successfully and step to sign the Contract. He also confirmed that PV GAS will actively support to PVGAS SEG and the List of Bidders VIETSOVPETRO – LILAMA – NAGECCO in the process to carry out the Contract.
The Signing Ceremony has been taking place in the witness of the parties’s Leaders. We believe that from now on after completion and handing out to operate of the items of the Revised NCS2 Project that will contribute to the stableness of national energy security, supplement gas source in order to meet demand using energy to develop national economy.
